It’s no secret that I am an eyeliner addict. I think you can never just have one eyeliner. It’s practically impossible! While high-end, department store eyeliners do have their fancy benefits, there are plenty of drugstore eyeliner options that can give leading department brands a run for their money!

Today I’ve rounded up 10 of the best eyeliners – from the perfect smudgy kohl to a precise, smudge-proof liquid liner – and they’re all $10 or less.
These budget-friendly eyeliners don’t smudge or disappear, but they also don’t last longer than you need them to (i.e. they are easily removed with an eye makeup remover.)
Here is my list of the best drugstore eyeliners under $10 :
L’Oréal Paris Infallible Silkissime Eyeliner ($7.99) – True to its name, the ultra-creamy formula glides on like silk with an intense color payoff that’s smudge-resistant for all day wear. Whether you’re into high-drama cat eyes or the daintier “kitten” look, this eyeliner has you covered!
Revlon Colorstay Creme Gel Eyeliner ($5.29) – This creamy gel eyeliner with a brush applicator is perfect for creating winged looks. With its bold pigment intensity and smudge-proof formula, this is a must try for gel eyeliner fans! Compare with MAC Fluidline in Blacktrack.
Rimmel London ScandalEyes Waterproof Kohl Eyeliner ($4.49) – The creamy formula glides on smoothly without tugging or pulling. The color payoff is excellent too and one or two swipes is all you need. These eyeliners really hold up to the waterproof/smudge-proof claim and stay put even when used on the waterline.
CoverGirl Queen Collection Vivid Impact Eyeliner ($7) – Love a smoky eye? I do too – especially when it’s quick, softly smudgy and never smeary. That’s where this highly blendable, waterproof eyeliner pencil comes into play. It glides on smoothly, doesn’t skip, and comes with a smudger tip to get the job done easily!
Maybelline Master Kajal Eyeliner ($7.99) – If you love a kohl eyeliner and need one that doesn’t smudge much, then look no further than Master Kajal eyeliner. Designed with a no-poke cone tip applicator for a creamy glide even on the inner eye rim, this kajal eyeliner glides on without a tug and the waterproof formula stays put.
Physicians Formula Shimmer StripsCustom Eye Enhancing Kohl Kajal Eyeliner Trio Universal Looks Collection ($11.95) – Smudge-proof and waterproof, these inner rim eyeliners deliver rich color, adding dramatic definition to your look. This set is perfect to create a nude or smoky look for any eye color! I like to apply the lighter hues on my lower lashline and in the inner corners, and the two darker hues on the lid. (Although this set is $12, you get 3 eyeliners which makes it an all-out beauty bargain!)
Milani Eye Tech Perfection Liquid Eyeliner ($7.99) – Liquid eyeliner that stays all day long can be hard to come by, but Milani’s non-feathering, water-resistant formula sticks around from morning till night. This liner has an “ergonomic” shape with a smartly designed felt-tip tool for hassle-free application…smooth sailing, all the way!
Sonia Kashuk Twist-Up Long Wear Gel Eyeliner ($7.99) – If you’re all about precision – but haven’t quite perfected your liquid liner application technique – you’ll flip for this gel eyeliner pencil. The gel based formula is “liquid-like” which means it’s high-impact but much easier to use. It is also water-resistant and is perfect for above the lash line or in the waterline.
Flower beauty Easy on the Eyes Long Wear Eyeliner ($6) – Soft but never smeary, this eyeliner is perfect for crafting a soft daytime look or a dramatically bold line for an opulent evening out. Its creamy smooth, blendable texture goes on smoothly and saturated color that lasts! Two of my favorite shades from the line are Khaki Shimmer and Aubergine. Available only at Walmart stores.
Almay Intense i-Color Eyeliner ($4.99) – This pearlescent eyeliner defines your eyes with rich, contrasting tones that make your natural eye color pop. Use Purple Amethyst for brown eyes, Brown Topaz for blue eyes and Raisin Quartz for green eyes. It comes with a built-in sharpener and the color is smudge-resistant for all day wear.
What’s your favorite drugstore eyeliner? Is it on the list above?

Great compilation! I’m still waiting to get my hands on the L’oreal Silkissime in Hong Kong. I haven’t found it here yet….
I have one for you to try–Bourjois Contour Clubbing. It goes on so smooth, it lasts all day, and get’s better with wear. The black is totally intense, and the grey one makes my eyes look blue! Win-win!! Try it:D Sounds familiar to the L’oreal. Here’s the link: http://www.bourjois.co.uk/catalog/make_up/eyes/eyepencils_eyeliners/contour_clubbing_waterproof.
This is a great post! Thank you!!

I’ve been dying to try the Silkissime liner! Definitely going to give it a try after reading this. Normally I go for the revlon colorstay. Really great liner for the price.
